SEC case dismissed against ex-San Diego official caught in pension scandal

Terri Webster, 49, was the only city official named in five separate legal actions: the SEC complaint, two civil lawsuits, a state criminal case and a federal prosecution. In each instance, the charges or claims against Webster were dropped or thrown out by courts. None of the criminal cases made it to a trial; only one of the civil cases got that far and was dismissed.
