The court where securities rules go to die

The U.S. Court of Appeals for the D.C. Circuit, located in a little-noticed limestone-faced building situated a block northwest of the Capitol, is where securities rules go to die.

The court’s influence is felt by financial regulators and legislators far and wide, and its decisions are becoming an increasingly large thorn in the side for the Securities and Exchange Commission — and, lately, the Obama administration.
