When it comes to winning at home, nobody can beat the U.S. Securities and Exchange Commission’s record.

The agency, which last year filed a complaint against Laurie Bebo, the ousted chief executive at Assisted Living Concepts Inc., won all eight of the cases it prosecuted before SEC administrative law judges during its last fiscal year — a winning streak that is raising eyebrows and sparking lawsuits across the country.
